Remove reader gates from domain lifecycle - #34

Summary

• remove user-study, reader-task, adoption-count, and attestation requirements from non-Layout domain lifecycle changes
• keep the domain lifecycle decision in the canonical domain manifest and enforce it with negative fixtures
• replace the Motion vocabulary reader-test gate with contrastive repository cases
• keep consumer-reference promotion explicitly separate from domain or page lifecycle
• add missing OKF frontmatter to the homepage example
• preserve lifecycle-sealed governance and evidence sources
• regenerate the Material v2 registry

• full local blocking CI command matrix passed
• GitHub Actions run 33259261452 passed all six jobs
• Validate StyleGallery contracts passed all 23 stages
• Consumer conformance Chromium matrix comparison passed
• all four nonblocking evidence jobs passed
• Material registry regeneration reports changed: false on a second run
